MANAGING SURVEYOR – TECHNICAL (HOMEBASED )
LocatED, an Arms -Length Body to the Department for Education (DfE), which is responsible for
buying and developing sites in England to help deliver much needed new school places for
thousands of children, is looking to recruit a Managing Surveyor – Technic al.
The Managing Surveyor – Technical will lead the provision of the technical, cost and planning
advice that underpins LocatED’s effective identification, appraisal and acquisition of temporary
and permanent sites for schools.
In addition, the role will p rovide technical advice to help improve the efficient use and
management of the education estate, including disposals, mixed- use projects and other advice
and programmes. This will involve working with many different organisation such as the
Department for Education; other government departments; local authorities; multi -academy
trusts and individual institutions in order to help them manage their estates more effectively
whilst delivering much needed housing and other social infrastructure.
MAIN DUTIES & RESPONSIBILITIES INCLUDE:
Taking responsibility for the motivation and development of the Technical & Planning team
to enable them to achieve the required Key Performance Indicators
Effectively managing the team to ensure successful delivery against challenging objectives
whilst developing and growing the work that we do.
Taking responsibility for the provision of the technical and cost function advice to support
the identification, appraisal and acquisition of temporary and permanent sites for schemes
they are allocated.
Undertaking site and condition assessments for potential acquisition targets and identifying
potential scheme options.
Leading the work of LocatED internal resource and external Technical Advisors.
Overseeing the provision of the tec hnical input, including commissioning site surveys and
feasibility studies etc., required to allow LocatED to operate its Investment Rules.
Undertaking due diligence of the key technical documents forming part of the acquisition
Overseeing the preparation of due diligence reports on building options, setting out
comparative costs, identifying key risks and issues and making recommendations
regarding the best solution.
Overseeing the preparation of handover reports for the EFA, inc luding bottom-up budgets
for free school projects, having particular regard to abnormal costs.
Providing input on behalf of LocatED into Technical Advisory appointments at both scheme
and framework level.
Supporting the development and implementation of overall LocatED technical strategy,
incorporating lessons learnt from projects and wider experience of the property market,
planning and development.
Establishing a reputation with clients and colleagues as a source of technical expertise.
KEY SKILLS & REQUIREMENTS:
Based in England, preferably within easy commute of London;
Qualified Chartered Surveyor (MRICS/FRICS);
Full membership of a relevant professional body (e.g. the Royal Institution of Chartered
Surveyors, the Institute of Mechanical Engineers, the Chartered Institute of Building, Royal
Institute of British Architects).
Knowledge of all key considerations required to undertake robust site appraisal.
An understanding of key technical risks.
Knowledge of the current state of the construction market at national, regional and local
Knowledge of the key factors impacting mixed- use schemes.
The ability to undertake assessments of complex sites with minimal supervision.
The ability to identify and assess key site risks.
Experience of undertaking tec hnical site assessments, including the development of
Experience in the education sector.
Established networks with landowners, institutional investors, developers and local
Strong IT capabilities in Microsoft packages.
