About the role:
Horsham District Council is looking for a driven Head of Property and Facilities to provide and develop the strategic and operational leadership for the Property and Facilities services, ensuring customer focus and identifying opportunities for continuous and cost-effective improvement of services.

You will ensure the Council’s assets are in a good state of repair that meets the needs of the users.  You will have responsibility for refurbishment, development and property projects, particularly in the area of energy conservation and climate change, which is a main council objective.

You will form part of our cohort of Heads of Service, and will also fulfil a corporate leadership role, as you work with colleagues from across the authority to deliver our new Council Plan.

About you:

We are looking for someone with excellent interpersonal skills who has strong experience managing services in a complex and multi-disciplinary organisation.  You will need to hold a MRICS qualification with post qualification experience and demonstrate a record of asset management of commercial, industrial, and residential property and a strong understanding of property management function.  You will also have demonstrable experience of refurbishment and development as well as managing external advisers and consultants, while a sound understanding of the law in relation to property and leases is vital.

A background of working in a political environment would be helpful.

About us as an employer:

At Horsham, we want to support and develop all colleagues to perform to their maximum potential.  We have a friendly and supportive working environment and being a smaller Council, you can really get to know everybody.

We offer 28 days’ (207.2 hours) annual leave plus bank holidays (pro-rata), and flexible/hybrid working options.

We offer a generous benefits package including an online platform offering discounts from online retailers and access to a car lease scheme. Staff are also eligible to join the Local Government Pension Scheme (LGPS), where the Council contributes circa 20% of pensionable salary.

To support employees’ professional development, the Council provides reimbursement for a professional subscription and a number of training opportunities, including extensive in-house learning resources, short courses, Apprenticeships, and qualifications such as Institute of Leadership & Management (ILM) and Master of Business Administration (MBA).
