Head of Estates Cost and Supplier Performance Management
The Department for Work & Pensions touches every citizen in the country at some time in their life. We are the UK Government’s largest public service provider, providing services and support to over 22 million people and managing Whitehall’s biggest annual budget, totalling over £176 billion. At the same time, we are delivering a once in a generation programme of welfare reform.
DWP Estates is accountable for the delivery of all aspects of real estate services and the work we do is critical in ensuring the vital work that the Department undertakes is enabled effectively. DWP’s commercial estate is the largest within Government and our diverse national property portfolio of circa 1000 buildings reflects this scale. We are accountable for the service delivery of key real estate services, facilities management and project management either directly or through third party supplier partners. Ultimately, the Department relies on us to provide safe and secure buildings that are fit for purpose and meet the needs of the business. The work you will be undertaking is therefore crucial in us meeting the needs of all those who use our services.
As a function, we have undergone major change recently, exiting a 20-year PFI contract and introducing a brand-new operating model to transform the way we deliver to the Department. This new role, in the Estates senior leadership team, will be central to ensuring we extract maximum value from the circa £1bn we spend through our supply chain each year and ensuring that the standards expected are clear to Estates’ internal and external stakeholders and wider business, and are appropriately implemented and followed.
The role will lead our business assurance function and ensure high standards and a strategic approach to supply chain cost and performance management, holding our partners to account for delivery from a commercial perspective, and will also hold the reins on cost and contract compliance from a performance perspective. It will work across the business to provide guidance on financial compliance matters and standards. Monitoring and embedding working practices within the Estates function, to ensure that DWP conducts itself in a lawful and ethical manner and is achieving best practice in the way it manages its financial matters.
To be successful in this role, you will be an experienced commercial leader with a track record of managing major supply chain matrixes in a large-scale operation, and leading negotiations across extensive, complex and commercially astute supplier chain partners. You will be capable of working closely with operational, finance and commercial colleagues to make sure that you focus your attention on those areas of our spend where we can secure best value for money. Some exposure to cost audit management and related systems and processes will be key. Influential and inclusive, you will need to be confident building relationships internally and externally and at the most senior levels, whilst also being able to provide inspiring leadership to a newly formed team that will be driving through change across a complex Department. As such, you will need to be confident having robust conversations but diplomatic enough such that these will not be to the detriment of long-term good working relationships.
