To help achieve this aim government has committed over £20 billion of capital invested and managed through Homes England. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation alongside unprecedented initiatives to open the market and regenerate places. The Agency is undergoing significant change to position itself to meet the challenge and deliver on behalf of government and the role of Investment Advisory Director is at the forefront to lead and deliver this ambition.

The individual  

The Director Infrastructure Funding will bring extensive experience and strong expertise of operating and leading teams in a real estate investment and lending environment to support market lending structuring and underwriting by the Investments team.   

Your demonstrable leadership ability and strategic business planning skills will be essential to your success in this role.  You will be experienced in engaging with key stakeholders from Government departments to commercial and market players with a proven track record of building strong effective relationships with key stakeholders, investors, lenders, and customers. 

You'll be experienced managing and delivering organisational change in a complex and challenging environment and leading professional multi-disciplined teams. You will be comfortable proactively identifying strategic opportunities for collaboration, engagement, resourcing and providing funding needs. 

As an advisor to the Senior Leadership Team the Director Infrastructure Funding will primarily be responsible for:

  • Working in conjunction with our Markets, Places and Partners team, develop a strategy that maximises the use of infrastructure funding to support the unlocking and delivery of housing in priority locations across the country. 
  • Directly accountable for the successful delivery of existing and new infrastructure funding programmes providing Value for Money and Delivery Confidence to key stakeholders across Government to meet Homes England and Government priorities.
  • Provide capital grant specialist expertise for due diligence/contracting/project management to support our partners to deliver infrastructure and unlock housing capacity.  
  • Demonstrate leadership through accountability, strategic direction, and transparency through a single leadership structure for all Infrastructure Grant products (existing and new).  

The role 

This is a unique opportunity to provide strategic advice for an ambitious government agency. As a member of the Agency’s Senior Leadership Team, you will contribute, shape, participate and engage in the successful delivery of the Homes England strategic direction, and the investment policies and business plan for the Agency. 

This role will enable you to support the Agency to unlock infrastructure funding and leverage private sector investment to support Homes England strategic objective. Multiplying the impact of Homes England funding and driving market resilience whilst also supporting local areas with your expertise and technical capability to deliver and drive forward local ambitions. 

Building and maintaining strategic and effective relationships with trade organisations, senior officials in the Department for Levelling Up, Housing and Communities, HM Treasury, and the wider housing sector is an important element of the role.  Understanding the dynamics of the marketplace, and where there is opportunity to nurture the provision of support to the sector by market players is essential to informing the strategic direction of the Agency, including the targeting of our funds through new products.
