Tameside Borough Council is embarking on a programme of radical change to meet the challenges of modern local government, public service reform and integrated health/social care. Fast paced improvement across the Council and the Tameside and Glossop CCG is being driven by a highly motivated, integrated leadership team, who are pushing the boundaries to dramatically change culture, modernise services and identify innovative ways to manage service demand.

Our recently appointed Director of Growth has undertaken a review of the directorate’s services and is restructuring to align all council property related functions and integrate with CCG property management. You will lead on restructuring the directorate’s property functions, helping to transform our in-house services and oversee a review of the currently out-sourced Facilities Management and Capital Projects services. The council’s property estate includes 2,979 assets, comprising of 482 operational assets, including town halls, libraries, schools, depots, community buildings, sports grounds and parks. A highway estate consisting of 1,027 assets, which are mainly adopted by the Highway Authority. Plus the non-operational and income estate, consisting of 1,470 assets, including surplus land, leased land and buildings, industrial estates, sports clubs and shopping centres.

You will lead the transformation of our property functions, integrate existing services and build new teams. You will develop and implement a Strategic Asset Management Plan and deliver the Council’s projects and programmes, including a capital programme of £125M. Ensuring the very best use of both Council and CCG assets, you will develop and deliver using ‘One Public Estate’ philosophy, generating capital receipts, driving efficiencies across the estate and work with colleagues to maximise the use of public land and property to deliver integrated service hubs, economic growth and new housing developments across the borough.

You will be the principal advisor to the Director of Growth, Elected Members and Tameside Council and Tameside and Glossop CCG Single Leadership Team on all land and property related matters. You will work with a wide range of partners and stakeholders, including Tameside & Glossop Integrated Care NHS Foundation Trust, Pennine Care NHS Foundation Trust and the Greater Manchester Combined Authority, to get optimum results for Tameside and Glossop.

A RICS accredited professional, with significant experience in property management in a health and/or local authority setting, you will be able to work at pace with enthusiasm and drive and be able to engage with and influence a range of partners at all levels.
