The Housing Infrastructure Fund:

The Housing Infrastructure Fund (HIF) is a £5bn capital grant fund which is part of the £31bn National Productivity Investment Fund (NPIF).  The fund aims to unlock housing in areas of the greatest demand by providing grants to Local Authorities for the enabling infrastructure required for residential led developments.

Two types of funding are available:

Marginal Viability Funding (MVF) - for smaller schemes experiencing a viability gap where HIF funding is effectively ‘the last piece of the puzzle’; and

Forward Funding (FF) - ambitious and long-term strategic schemes, which require a high degree of cross-Whitehall engagement to bring them forward to the delivery stage.

The Roles:

Homes England is looking to recruit talented professionals to join a number of dynamic teams to support Local Authorities in unlocking sites and driving new housing development forward. We are recruiting several positions across the country at various grades (including Head of Team, Senior Manager, Manager and Analyst) to support infrastructure delivery programmes with a focus on the HIF.

We are looking for individuals with: excellent technical abilities; strong communication; analytical and project management skills; and enjoy working as part of ambitious teams. You will be able to think creatively and commercially to identify and implement new, innovative, delivery solutions.

For details of the specific role, please see the individual role profile on Civil Service Jobs, however the nature of the work the teams will carry out includes the following:

Project Delivery (Technical/Commercial roles) - Providing commercial advice on project development; leading on the due diligence process; advising on delivery issues at programme and project level; providing a ‘critical friend’ role to LAs in writing business cases; and procurement and management of external advisors.

Locally-based relationship management - Managing local relationships; regular meetings and site visits with authorities to discuss project delivery; providing feedback on monitoring returns; support on annual project reviews; and leading on Homes England support provided to LAs in writing business cases, including co-ordinating additional resource.

Assurance – monitoring project performance, managing project system records on spend and outputs; verifying and approving drawdown requests; reviewing monitoring returns ensuring a consistent approach to project management; raising concerns over project delivery / spend; lead on annual project reviews.

Programme Management Office (PMO) - Managing the programme budgets; reporting to programme board and Homes England board; setting programme policy and procedures; reporting to and liaising with MHCLG; providing programme guidance to corporate and operating area teams; and payment processing (logging payments and passing to finance).
