Property Manager

Reporting Line: Building's Board of Directors

Headcount: Building Manager, Permanent Porters, Yardman, Cleaners, Outsourced Staff

The Role

Responsible for directing the delivery of an effective and compliant (The Landlord and Tenant Act 1987) Property/Commercial Management service through in-house staff, suppliers and consultants. Managing the co-ordination, access, impact on services and communication to leaseholders of development works within the common areas of the Buildings.

Key deliverables

  • Ensure end to end management of the residential and commercial needs of the building in line with the terms of the lease andthe Landlord and Tenant Act of1987
  • In all dealings with leaseholders and company affairs comply with government approved code of management practice namely the Royal Institution of Chartered Surveyors (RICS)
  • Ensure that the company and its directors are fully informed about being compliant with Company, housing, health and safety law.
  • Management of all Human Resource needs to include but not limited to appointment of new staff, staff training, rota management, service excellence, performance review
  • Prepare and monitor Service Charge budgets
  • Check and approve expenditure against service charge budgets
  • Manage Section 20 process and works in line with regulatory requirements
  • Liaising with tenants to clarify their lease obligations such as rent, service charge payments, use of the building. Ensure they understand their lease obligations
  • Manage financial objectives of the Company by facilitating collection of rents; payment of bills; forecasting requirements; preparing an annual budget; scheduling expenditures; analysing variances.
  • Maintain property by investigating and resolving tenant complaints; enforcing rules of occupancy; inspecting units and completing repairs when warranted
  • Conduct full due diligence on all contractors before appointment to undertake any work for the company
  • Ensure existence of proper contracts, guarantees, terms of engagement, service level agreement, specification of works etc before start of work/service within the property
  • Sign off on completed satisfactory work conducted by contractors/service providers in co-operation with surveyor/architect as appropriate
  • Measure and report supplier performance against agreed SLAs
  • Manage suppliers to ensure effective, safe and compliant delivery of all M&E related services, including: life safety systems, vertical transportation equipment and public health systems
  • Audit and inspect supplier delivery
  • Provide best in class customer service in line with expected requirement of a top tier residential property
  • Maintain regular and effective communication with leaseholders, occupiers, colleagues and external consultants.
  • Work effectively with a range of specialist consultants to deliver agreed outcomes
  • Prepare management reports for the property
  • Ensure compliance with all internal procedures and policies – e.g. Procurement, Finance, Compliance, HR
  • Maintain records electronic as well as paper documents
  • Ensure existence of audit trail for all expenditure, invoices, contractors appointment, communication with residents, communications with contractors, service providers and regulators
  • Maintain electronic back-up and proper record keeping of all documentation
  • Ensure security and emergency procedures are robust and adhered to at all times, taking an active role in the event of emergency situations

Other Responsibilities

  • Scheduling, organising and minute taking of board meetings
  • Keeping track of action plans and deliverable
  • Improvement of business practices and procedures

Qualifications

  • Degree or equivalent
  • Member or Associate Membership of a relevant professional body
  • Minimum 5 years’ experience in a similar role
  • Experience with management of development/refurbishment works in an occupied property
  • Understanding of commercial leases and the landlord and tenant relationship
  • Good understanding of service charge budgets and accounting principles
  • Good health and safety and environmental knowledge
  • Good mechanical and electrical services knowledge
  • Excellent English language skills – both written and spoken
  • IT literate – MS Office at intermediate level
